I suggest Microsoft OneNote. You actually don need to convert to PDF as you can search the note as OneNote will OCR (do Optical Character Recognition on) the image. I don know of a good way to do this. Here are three approaches Use Libreoffice. (The cheap way is to print it and then scan it.) There is still a lot of hand editing as the document structure usually gets lost. Also sometimes you have to reinsert any images by hand.
